2 Svay Rieng SRP activists [illegally] arrested and charged with robbery

Two opposition SRP activists, one of whom is the SRP party leader for Sambuor commune and the other the party leader in Romaing Thkoal commune, Svay Teab district, Svay Rieng province, were arrested by the police and they were charged with robbery.

Meas Kheng, the SRP Svay Rieng province deputy-chairman, told RFA on 20 September that, in the morning of 17 September, 20 cops surrounded the house of Pen Samorn, the SRP party president for Sambuor commune, and on the same day, the cops also surrounded the house of Prak Vanna, the SRP party president for Romaing Thkoal commune.

Meas Kheng added that the arrests of the two SRP activists are irregular: “The reason they arrest them was because during the evening before, there was a robbery at the end of the village. In the morning, at 6AM, they surrounded the pair’s houses. This means that the arrests were conducted in haste, the [robbery] case must be investigated, why did the cops take these illegal actions to make the arrests? The victims never have any problems besides being SRP activists.”

Prach Rim, the Svay Rieng provincial police commissioner, said that Pen Samorn’s arrest was made because there was proof to his involvement in this armed robbery. He said that the accused already confessed, and as for Prak Vanna, the cops brought him in for questioning only.

Prach Rim said: “We arrest them the day before yesterday. We confiscated an AK-47 rifle that was used in the Sambuor robbery. We arrested him and he confessed already, he robbed gold, we arrest only one, [the other] was released already. The owner of the gun, after research, he confessed that he was involved. We already arrested the people directly involved.”

In the evening of 16 September, an armed robbery took place in Sambuor commune. The next morning, the cops surrounded Pen Samorn’s house and arrested him without showing any arrest warrant.

Prak Sophy, Pen Samorn’s wife, said that she does not know the reason behind her husband’s arrest. She added that her husband is not to be blamed. She added that the alleged rifle found in the pond behind her house is merely a setup to charge her husband.

Prak Sophy said: “On the 16, we slept together until morning. Then, in the morning, the cops came over. He [Pen Samorn, her husband] never did anything, he stayed at home. The cops searched our house. I never owned [a gun], but when they searched our house, they found one.”

Human rights officials and Yim Sovann, SRP spokesman, said that they cannot comment on the case yet because they have not investigated this case thoroughly yet.
